18/12/2018 On 25/11/2014 the Cabinet of Ministers (CM) has approved amendments. Cabinet of Ministers Regulation No 727 “Implementing provisions of the operational programme “Food and essential material need provision to the most deprived for the programming period of 2014-2020”.

The amendments state that from January 1st, 2019, the support from the Fund for European Aid is also available to disadvantaged people or families with average income not exceeding 242,00 EUR instead of the existing 188,00 EUR. In those municipalities that have stated the income level of the disadvantaged people or families to be lower than 242 EUR, any disadvantaged person or family can receive the support by the Fund to the Most Deprived (the status has to be specially marked that the family (person) meets the terms to receive the support from EATMD).

Similarly, the amendments state a possibility for all adults to receive not only the food packages but also hygiene and household goods that were available to children under the age of 18 until now. Families with children under 12 month can choose one hygiene good package provided by the Fund that includes diapers from 5-9 kilograms or 7- 18 kilograms.

In addition to the already stated supplementary arrangements, a new kind of supplementary arrangement has been added: socializing events to acquire social roles, values, culture, traditions and inclusion into society.

At the same time, the terms for issuing the Funds support package have been simplified, crossing out the frequency of receiving the set. It is intended that a person or family with the appropriate certificate from the social services can receive individual packages or all food, hygiene and household good packages at once while the certificate is valid, not just one package during a calendar month, as it was stated before.

On 28 March 2018, the organisation “Latvian Red Cross” and the Society Integration Foundation signed a contract No2017.FEAD/PO.03/09/26 about the eligible action implementation by the Fund for European Aid to the Most Deprived.

Who CAN receive the packages?

A person or family that has received a certificate from the social service of the local municipality:

  1. of complying with the status of a disadvantaged person,
  2. that confirms the crisis situation of a person or family,
  3. that states that a person or family has been declared as disadvantaged (the average monthly income doesn’t exceed 242 EUR) – from 01/01/2019. A mark by the social service for complying with the Funds terms for receiving packages.

Families with children under 24 month can receive additional food and hygiene good packages for small children.
