European neighbourhood and partnership instrument 2007-2013, Cross border cooperation programme Lithuania-Latvia-Belarus. Project: Improving the system of volunteer care for vulnerable in Lithuania, Latvia and Belarus in the framework of Cross Border Cooperation Programme.

Objective: to contribute to territorial cohesion of the Latvian, Lithuanian and Belarus border region with the focus on development of health and social services.

Project implementation period: 12.2013. – 12.2014.

Problem: A need for social care services in all three countries lately has significantly grown due to accelerating ageing of the population (especially in rural areas) as well as the increase in morbidity. The system of social care at home in cross-border region is not sufficiently developed and lacks social workers. The Red Cross National Societies have generated certain experience in the region. This experience needs to be shared, consolidated and expanded.

Results & outputs:

  • newly issued handbook for volunteer engagement and best practice examples;
  • developed a manual for voluntary service, first aid and social care;
  • developed digital network and consultation platform for sharing information  and exchanging experience;
  • carried out over 5000 home care visits (1600 in Latvia);
  • opened 12 new Day Care Centers (1 in Latvia);
  • organized a number of meetings, trainings and an international summer camp;
  • ensured a public campaign, including articles in press, press releases, press conferences, and dissemination of gadgets

These outputs helped the project partners to develop a lively care platform with active involvement of volunteers.
